PTA was formed under the Pakistan Telecommunication Act 1996. It is a regularity body, which regulates the establishment, operation, and maintenance of telecommunication service. It also promotes and protects the interests of telecommunication services providers and users, ensuring that the consumers get high-quality services at competitive prices, with a reasonable range of choice.

Monitor and enforce licensees.
- Receive applications for the use of radio frequency spectrum and where applicable, under law and refer such application to the board for assignment of spectrum within a period of 30 days.
- Establish and modify according to procedure for licenses and regulate tariff for telecommunication services in accordance with the law.
- Regulate the transfer of licenses.
- prescribe standard of telecommunication equipment and terminal equipment, certify compliance of such equipment with prescribed standards and issue approvals for terminal equipment and of approved installer as prescribed by Law.
- Provide guideline and determine the terms of interconnection agreement between licensees where the parties to those agreements are unavailable to agree.
- Carry out inspection of telecommunication equipment and any premise owner or occupied by the licenses and summon any person for investigation and inquiry.
- DEVELOP NATION NATIONAL TELECOMMUNICATION NUMBERING PLANs.
- Collect information about telecommunication services within and outside Pakistan and review their impact.
- Issue Regulations for exercising its powers and performance of functions.

Procedure
- Applications for Public Telecommunication Service Licensing are invited through press. Forms are available at the PTA offices for private wireless system license.
- In order to re-address the grievances of customers against the operators, operators’ complaints could be addressed to any of PTA’s offices. PTA has laid down guidelines for quality of services to be provided by PTCL to customers.
