Pakistan Telecommunication Co Ltd. PTCL Pakistan Telegraph and Telephone Department T&T was transformed as Pakistan Telecommunication Corporation PTC on December 15, 1990, through an ordinance of government, in July 1994, 2% share of PTC were offered to public followed by enhancement to 10% share in foreign exchange. Further reorganization was done on November 27, 1995, and the PTC was bifurcated in Pakistan.

The PTCL was incorporated under the company’s ordinance for the purpose of privatization, with the monopoly up to the year 2002 in the basic telephone services. The government telephone connection was, however, to be operated by the State Owners Corporation, NTC. The telecommunications services in the Jammu &Kashmir and the Northern areas are being operated by Special Communications Organization, SCO, from July 1976. PTCL monopoly in general public telephone service was caused by the end of the year 2002.

Pakistan Telecommunication Authority, PTA, was also established as a regularity organization for standardization and licensing purposes. These functions were previously being carried out by the Director T&T Department and the Federal Government Ministry of Communication.

National Telecommunication Corporation, NTC. NTC was established on January 1, 1996 for providing telecommunication facilities to the government organization through Pakistan. The headquarter of NTC is in Islamabad.

Paktel 

In order to promote competition in cellular mobile telephone services and other lessons, was awarded to Paktel, which was operating over mobile telephones in city of Pakistan during the period MS PakTel have measured with PakCom, but the two business units are functioning separately.

Pakistan Mobile Communication Limited, MobileLink 

 Subsequently licensed was donated to PMCL for operating the digital technology cellular mobile telephone system in the country. They are operating mobile service in major cities with a global system standard.

National Authorities for Equipment Production standard

 Telecommunication equipment operating on the national or international network should meet the performance standard for proper functioning. The specified standard also facilitate the homogenous planning and development of telecommunication system. Production of equipment according to standard specification results in economy of scale and healthy competition. The approval for connecting various type of terminal equipment with public telecommunication network is accorded by the Pakistan Telecommunication Authority.

This is called “type approval”. The specifications of the electronic and other components used in the production of terminal equipment were laid down by the Pakistan Standard Institution now reorganized as the Pakistan Standard and Quality Control Authority.

The PSI, (Pakistan Standard Institution) was established in the year 1951 for developing national standards for the industry. The technical divisions include electro-technical and electronics. The institution has now been transformed into an automotive authority.For performing its function, the authority is assigned by technical committee on various subjects. The members of the committees are experts in the relevant field from the concerned industry. The authority also coordinates with ISO International Standards Organization and IEC International Electro-Technical Commission. ISO International Quality Standards

ISO International Quality Standards
ISO has laid down international quality standards in the series ISO 9000. These have been adopted by PSAQCA. A number of registration bodies are operating world-wide. ISO 9000 registration to any entity is given on application to any approved registration body who then performs necessary assessment for conformance of the standards. 
The quality auditors who are specialist in that field formally visit the entity, interview personnel and evaluate the plant. On compliance with the standards the certificate is issued. As mentioned earlier type approval for use in the Public Telecom Networks is being accorded by the PTA after necessary examination and if necessary, testing is done in the laboratory.
The PSAQCA can be compared with the British Standards Institution.
The British Standard Specifications are commonly known as BBS.
The German as DIN.
The Japanese as JIS.
The PTA can be compared with Oftel ( office of the Director General Telecommuniation) in UK, FCC (Federal Communication Commission) in USA and TRAI (Telecommuniation Regulatory Authority of India) in India.
